EOTAS SUPPORT FOR LOCAL AUTHORITIES
Reconnect Learning can deliver commissioned education and support within an Education Otherwise Than At School arrangement where a local authority has determined that a child or young person's education requires a personalised package outside a traditional school setting.
Provision can combine academic learning, SEND-informed teaching, communication support, wellbeing, independence, qualifications and preparation for adulthood, with clear reporting against the outcomes agreed by the commissioner.
PERSONALISED EDUCATION OUTSIDE SCHOOL
An EOTAS arrangement may involve several elements of education and support working together around one child or young person.
Reconnect Learning can deliver agreed elements of that package while working alongside the local authority, family and other professionals or providers involved in the learner's wider plan.
Education outside school should still be purposeful, ambitious and measurable, with the learner's needs, outcomes and long-term destination at the centre.

The local authority and other responsible bodies retain statutory or regulated responsibilities that have not been lawfully transferred. These may include EHCP maintenance and review, placement decisions, safeguarding oversight, examination arrangements, clinical provision and social-care responsibilities.
Reconnect Learning can provide attendance, educational, progress and outcome information relating to the services it has been commissioned to deliver, including information that may contribute to relevant review processes.
A referral does not automatically confirm acceptance or an immediate start. Provision remains subject to suitability, safeguarding, risk, staffing, specialist availability, delivery model and agreed commissioning arrangements.
