Reconnect Learning can deliver commissioned education and support within an Education Otherwise Than At School arrangement where a local authority has determined that a child or young person's education requires a personalised package outside a traditional school setting.

Provision can combine academic learning, SEND-informed teaching, communication support, wellbeing, independence, qualifications and preparation for adulthood, with clear reporting against the outcomes agreed by the commissioner.

EOTAS decision-making and statutory responsibility

Reconnect Learning can deliver commissioned educational and support elements within an EOTAS arrangement. It does not make the local authority's formal EOTAS decision.

The local authority and other responsible bodies retain statutory or regulated responsibilities that have not been lawfully transferred. These may include EHCP maintenance and review, placement decisions, safeguarding oversight, examination arrangements, clinical provision and social-care responsibilities.

Reconnect Learning can provide attendance, educational, progress and outcome information relating to the services it has been commissioned to deliver, including information that may contribute to relevant review processes.

A referral does not automatically confirm acceptance or an immediate start. Provision remains subject to suitability, safeguarding, risk, staffing, specialist availability, delivery model and agreed commissioning arrangements.

Does tuition automatically include exam entry?

No. Examination entry, approved-centre services, access arrangements and certification must be confirmed separately unless expressly included in an agreed arrangement.

Can communication or BSL support be included?

Potentially, subject to learner need, the professional role required, specialist availability and commissioned funding.

Can reports be aligned with local-authority requirements?

Reporting format, frequency and required information can be agreed as part of the commissioning arrangements.

Can the package change as the learner's needs change?

Potentially. Any variation in hours, delivery, staffing or scope should be reviewed and formally agreed with the commissioner.
