Many parents first hear the term EOTAS when their child is struggling to attend school due to anxiety, SEND, medical needs or other significant barriers to education.

Understanding what EOTAS means and how it works can help families make informed decisions about the support their child may need.

What Does EOTAS Mean?

EOTAS stands for Education Otherwise Than At School.

It refers to educational provision arranged for a child or young person outside of a traditional school setting when it is not appropriate for their needs to be met within a school.

EOTAS is provided under Section 61 of the Children and Families Act 2014 and is most commonly linked to children and young people with an Education, Health and Care Plan (EHCP).

When Might EOTAS Be Considered?

EOTAS may be considered when a child is unable to access education within a school environment, even with additional support.

This may include:

  • Severe anxiety or EBSNA
  • Autism and sensory needs
  • Mental health difficulties
  • Medical conditions
  • Trauma-related needs
  • Complex SEND
  • Significant difficulties engaging in school

Is EOTAS the Same as Home Education?

No.

Home education is chosen and arranged by parents. EOTAS is educational provision arranged to meet identified needs when school is not considered suitable.

Where EOTAS is specified within an EHCP, the Local Authority remains responsible for securing the provision outlined in the plan.

What Can EOTAS Include?

Every EOTAS package should be personalised to the individual needs of the child.

Support may include:

  • Home tuition
  • Online learning
  • Alternative Provision
  • Therapeutic support
  • Mentoring
  • Community-based learning
  • Functional Skills
  • GCSE support
  • Life skills programmes
  • Careers guidance

How Is EOTAS Agreed?

EOTAS is usually discussed as part of the EHCP process.

Parents, schools, professionals and Local Authorities may all contribute evidence regarding why a child is unable to access education within a school setting and what provision may be required.

Decisions should always be based on the individual needs of the child or young person.

Can EOTAS Be Full-Time?

In some cases, yes.

However, many EOTAS programmes begin gradually and build over time as confidence, engagement and emotional wellbeing improve.

The focus should always be on delivering suitable education that meets identified needs.

The Benefits of Personalised Learning

Many children accessing EOTAS benefit from a personalised approach that allows learning to take place in environments where they feel safe, understood and supported.

This can help reduce anxiety, increase engagement and support positive educational outcomes.
